CEOAS Proposal Approval Process for Submission

  • Submit your draft budget and justification to the FSS CEOAS Proposal Team. Email your documents to FSS.CEOAS.proposals@oregonstate.edu. You can expect review comments within one business day.
  • Submit your proposal in the Cayuse system: Cayuse Login Page.
    • Cayuse SP is the University’s internal proposal submission and approval system and is required for every proposal. The Cayuse SP proposal should include the budget, justification and scope of work in the attachments section.
    • Cayuse 424 interfaces with the Grants.gov system and is required for all proposals being submitted through Grants.gov.
    • To access Cayuse, login by using your ONID credentials. Firefox is the recommended browser. Remember to set the browser to Allow Pop-ups while you work in Cayuse.
    • First Time Cayuse Users must register with this online form. Users also need to set up their Professional Profile in Cayuse 424 by selecting "Professional Profile" and populating their personal information. Verify that the email address shown by OSU matches the email address that you have entered for Research.gov. If not, change your Research.gov email address.
    • Initiate routing when the budget is final and when you have a draft proposal narrative/project description for reviewers. Routing guidance can be found here.
    • After you initiate routing through Cayuse, All PIs will automatically be asked to certify the proposal and you will receive emails regarding actions taken in the authorization process.
  • Submit your proposal in the sponsor submission system (if other than Grants.gov). This step can be performed simultaneously with your Cayuse proposal submission.
    • Some sponsors require additional documentation or sponsor-specific forms. These requirements can often be found in the solicitation. The FSS CEOAS Proposal Team will provide guidance as necessary.
  • Allow plenty of lead time. The Office for Sponsored Research and Award Administration (OSRAA) recommends that you start routing your proposal at least seven business days ahead of the sponsor deadline. OSRAA requires a minimum of five business days for proposal processing after signatures have been obtained. You may continue working on the proposal narrative during the time the proposal is routing for signatures; however, all documents must be finalized 24 hours before the submission deadline. Please keep in mind that proposals will not be reviewed over the weekend or holidays.
